The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Significant resources is devoted on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through current data. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Continuous Dangers

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are clearly incapable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This trend will, undoubtedly, persist.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
